I gave it 10 just because it sold for 60 bucks.
It sounds better than Art MP preamp, and has low noise (-62db in Max gain input and output).
It comes with manual, warranty card and power adapter.
Few knobs and buttons allowing you to modify warmth of tube.
Solid. Made in China.
Works well so far.
I heard a lot of people complained Behringer's customer support. Never call or email them before. I can't conclude anything.
In this price range, yes, it's the best!
The Wow Factor:

You can't ask for class A tube premap in this price range.
However, Behringer MIC200 provides beginners with a very cheap and handful tube preamp.
Go for Behringer Mic200 if you want to spend only 60 bucks.
Go for Studio Projects VTB-1 if you have 130 bucks budget.
They sounds much better than Art and Presonus cheap mic pre.
